33GB on a 40GB DRIVE?

I ordered a 40 Gb drive for my 8600. But drive C only shows up as about 33GB. Why is this?

A 40G drive in decimal will show up under WIndows as 37 binary gigs.  Subtract the restore and diagnostic partitions ( about 4 G) and you have about 33 G of space on the C: drive.

as this question keeps poping up I think Corey should update this sticky, http://forums.us.dell.com/supportforums/board/message?board.id=insp_harddrive&message.id=31159  and make it more visible at the top of the forum to include the space "lost" because of the restore  & diagnostic partitions.
