code 19

I got the error message Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19). I have tried everything but nothing worked. I tried the microsoft help but I didn't see any upper and lower filters. Mrfixit didn't work. Unistalling it and reinstalling it didn'w work. I rebooted my computer and did a diagnostic that way and it said my driver was fine. I will greatly appreciate any help.
