I assume from your statement that you have physically installed the new hard drive. Dell has a page of links, Restoring or Reinstalling Windows on a Dell, that should help you to recover. Since you are beginning with a blank hard drive, I suggest you begin with Step 4: Manual Reinstallation. If you should have additional questions, please reply.

Now you can install a new windows in your HDD, if you have a windows CD/DVD put it in CD/DVD drive and install the OS.
