Fast Access Removal in Windows 10

Question

Hi all,  I have read the extensive forums on fast access removal, but in Windows 10 I don't have the option to Uninstall this Fast Access virus that Dell insists on forcing on me.  In Windows 10 Device settings, I only have the option to 'change' the program, and this does nothing... Can someone help, please!!!

I have done this several times but when my laptop receives updates, Fast Access keeps getting re-installed on my machine.  What can I do to permanently keep Fast Access off my laptop?
