Hotfix KB940105-x86 wont install

This hotfix is for virtual memory in Windows Vista 32-bit. It shows I need this when I try to play Hellgate London. It dosen't show when I run Windows Update, I've downloaded a Standalone package about a hundred times using different methods to make sure its not being corrupted in the download. I get the error message 80070002. I've read all the troublshooting I can find for that message, and the main solution is to erase your update history, which I've done probably 10 times and dosen't help. Anybody have any other ideas?
