When you double click the tray icon, the screen that appears should show that all your modules are running. The splash screen is just cosmetic as I understand it, in fact most people want to get rid of it.

I like having the splash screen appear.  However it won't necessarily splash every time you boot up or restart.  Confirm that the splash screen option setting is still checked.  Good luck.
