EMS Encrypted portable Drive files not accessible

I have a WD Ultra drive that I have plugged into an Dell encrypted laptop.   The portable drive was encrypted and I was able to move file to the drive with now issue.  Now when I plug the drive into any PC it caused Windows to crash and I am not able to access the files.  This happens on the original laptop and any other laptops. 

If I boot Win-10 in Safemode I can see the files and copy them to another drive.  I have also copied the core file "Accessencryptedfiles.exe" to my PC hard drive along with the '_EMS_Config_Data_dir".   The Accessencryptedfiles will not run in Safemode and when I try and run from the PC hard drive, it does not seem to run. 

I copied over a few of the files to the laptop core drive while in Safemode and when I try to access them after restarting it does not let me.   It errors and says the format is not accessible 

I can't copy these files again from the original PC as they are now gone.

Is there a way for me to copy these files off of the current portable drive and then access them with a recovery tool?  I have the password for the encryption.
