Critical Blue Screen Issue?

Ever since Windows 8.1 was forced on me recently by Microsoft, I've been having difficulties with painfully slow start-ups and intermittent crashes.  I've tried running through the various Dell Diagnostics, and it appears that everything is okay except this warning about a critical Blue screen issue.  When I clicked to repair it, I got this following message:  A diagnostic issue was selected and the applicable fix does not exist.

That was it.  Nothing further has happened.  Microsoft Fix It doesn't apply, and my "Click to Fix" folder is empty.  I don't know that System Restore is an option with the 8.1 so recently installed.  It's an Inspiron 3721, and it's out of warranty.  I have a shell classic start up installed installed since I've never liked Win8. 

Does anyone out there have any ideas?  I haven't tried that one-time IOLO Check Up tool offering.  Would that perhaps help???
