Wireless 1704 Bluetooth will pair but not connect

Just bought an Inspiron 3521 from the Dell outlet... It hs the Dell wireless 1704 card.

Everything seems okay, but I am having bluetooth issues.

As the title says, I can pair items (S3, bluetooth speaker) but they will not connect.

1.) Yes, the radio is turned on in Windows Mobility Center.

2.) Driver for wireless card updated to 6.30.223.99 / Bluetooth driver shows as 6.51.4700

3.) I have a Dell N5050 with a wireless 1702 card and have no issues connecting the S3 or wireless speaker, so I have some clue about how to do it.... Almost has me fearing a hardware problem....

Any input would be vastly appreciated....

Also, on a side note, the laptop was missing the SD card blank insert when it arrived... But the compute does not show up under My Products yet, so I cannot open email Dell about it... Do I need to call, or can i wait for it to show up in My Products

EDIT - One thing I have noticed is when I pair either the phone or the seaker tot he 1704 card, the machines download a bunch of drivers from Windows Update. That did nothappen on the 1702 card. Not sure if that is meaningfull or not, but just a difference.

The 1704 is Broadcomm and the 1702 is Atheros, if that matters.....
