Dell Optiplex 780 DT power problem

I'll try to be more specific here so here's the problem:

1. Whenever i plug the power cable to the outlet it powers itself and the fan goes full blast and in front the Network Connectivity led lit up but it never power itself off have to turn it off manually, (i've observed before the problem happened, after it power itself it will turn off automatically)

2. A blinking cursor (it stays about 15-20) after the Dell loading screen

3. When i shutdown my computer, the OS completely shutdown but not the pc, like in the first problem the Network Connectivity led is still lit up and the fan still runs, i've to press the power button manually to turn off the pc after that the Problem 1 occurs again

EDIT: The HDD led only lights up when i have a second HDD enabled, i've disabled the second hdd.

6gb Ram 1333Mhz

XFX HD5450 1gb 64-bit

150 GB HDD
