Closing locked files - Tools or Scripts to hand off to support desk

I'm looking for a way, to create either a tool, script, gui whatever that I can hand off to a support desk that will allow them to close a locked / open file.

We have 9 clusters and would like for them to be able to select the cluster (in our case site/hospital) and then be prompted with a dialog box to enter the file name.

Once the file was found open the option to close the file.
