At every boot up the Bluetooth driver has a Tick of Death on Device Manager. Selecting Uninstall then Scan for hardware changes fixes the driver problem until the next reboot but now a Bluetooth Hands Free Audio  Driver error is shown. If you Uninstall this then Scan you go back to square one.

Dell Command reports all drivers up to date in both situations.
