You're going to need to make a custom ISO to do this -- see below for an excellent guide to the procedure.

https://www.easeus.com/partition-master/install-windows-10-to-emmc.html?srsltid=AfmBOorc0ETHAYEbgHiRWJnl7R8qxmv20GlkXr-VusOov29TTm1WOW95

A default windows 7 or 10 installer will not work with an EMMC drive.

Copy the files to a flash drive (or if you're licensed for the program, download the installer from EaseUS).  There are free programs that can also accomplish the same things -- Rufus included -- as well.

@spike44

if you want to install W7 64 bit, use RUFUS to create a bootable USB drive.
Select UEFI and NOT MBR. Boot from the USB drive by pressing F12 at DELL Splash screen and navigate to the UEFI section and tick your USB drive.
If your 3190 has a NVMe SSD drive, you need to insert the NVMe drivers to the W7 64 bit medium before creating the USB drive.

Here is the guideline to insert the needed files and drivers.

Pls post result

Peter

@petermuss Hi

Thanks for your reply, I am going to put Win 10 pro on, so that should have all drivers !.

Not sure what you mean "navigate to the UEFI section " it is booting ok and it starts to load into mem , but it is not saving to the drive.

am trying to send screen shots from here, but I don't seem to be able to for some reason they are not uploading, will try again now.

cheers
