As the CPU is soldered directly to the Main Board, there is, I believe, no economic repair.
Try......
Try a full power reset by unplugging the charger and battery from the system board, then holding the power button for 30 seconds before reconnecting and testing power-up again.
Reseat both memory modules, if accessible, and repeat the power-up test. Sometimes, memory or battery issues can mimic CPU failure symptoms.
Run Dell pre-boot diagnostics (press F12 on boot, run diagnostics) if the system powers long enough to permit this. Diagnostic LEDs or beep/error codes can help confirm a CPU error.
As the other reply indicates, a replacement system board is required. And unless "a few years" is less than three, it's unlikely the cost will be lower than the value of the system.
I am having the same exact issue. My processor has also been confirmed to be out and they tried two new motherboards and that did not fix the issue. I also had a two-in-1 and it was a 13th generation processor.

Replace/Check the CMOS coin cell battery.
