E2220H not detecting Performance Dock WD19DC

I am trying to set up a dual monitor set-up with my Acer Aspire A515-56 Laptop and Dell Monitor E2220H, which are connected to a Dell Thunderbolt Dock WD19TBS. I believe my laptop and dock are successfully connected because the mouse and keyboard I have plugged into the dock are working with my laptop, however, the USB-C cable that connects the two doesn't have the light on, as I saw in a video on Youtube. On the other hand, I have connected my monitor and dock with a DisplayPort cable. However, my monitor says "No DP signal from your device". Other issues which I am unsure about if they are related or not are:

• My dock's power button light does not turn on, it only blinks thrice when connected to power
• On my laptop, when I try to detect another device, it says "We couldn't find another device"
• I changed my monitor's input to DP but it still does not work
