Wireless Card Problems

My Inspiron 6000  did not come with a wireless card. I decided to get one. I bought a, Mini PCI Card 1470. I am pretty sure I installed the card correctly. But now I am not sure what to do next.  I tried to set up a wireless connection, but either I don't have, or can't find that option on my computer.
 
I downloaded a driver called: Dell Wireless 1470 Dual-Band WLAN miniPCI Card.
 
All this seemed to do was put a "wireless configuration utility' icon in the control panel. The icon doesn't open anything. If I click it nothing happens.
 
I have no idea what to do now.

If you open Device Manager and expand the listing for Network Adapters, does the 1470 wireless adapter show up there?  Are there any devices listed in Device Manager as "Problem Devices"?

I tried it but nothing has changed.  Should I have uninstalled the driver first?

Check to make sure the MiniPCI card is securely seated in the slot, then run the driver installation file again.

No it is not there.
 
I don't see anything about problem devices.

Go into your BIOS setup program and make sure the MiniPCI slot is enabled.

Every thing in the BIOS system regarding wireless was  enabled.

I will double check the card.  The warranty is still good so I can still return it.

After I downloaded it and unzipped the files installshield  came up. I told it to install. When it was done I rebooted the laptop. That's it.

Exactly which file did you download and exactly what did you do to install the drivers?  Are you sure you just didn't download the utility?

For some reason it is not recognizing that there is a wireless card installed.  Are you absolutely, 100%, without any doubt whatsoever sure that the wireless card is firmly seated in the slot?  If so, and if it is still not recognized, you may have a bad card.
