Precision 5480 incompatibility with DELL G3223D via USB-C alt mode

When I connect monitor to laptop via USB-C, the OS image shows but computer then freeze in few seconds.
Laptop cannot start at all while monitor USB cable is connected so even BIOS cannot even start.

Monitor is working fine via USB-C on Latitude 5480.
Tried all USB-C ports on Precision 5480.
Tried to remove all devices from USB ports
Tried with and without 130W power adapter
Updated monitor firmware to latest M3C104
Updated Precision BIOS to 1.9
Changed monitor settings to disable HDR and set USB-C prioritization to High Data Speed
That monitor is DisplayPort 1.4 compatible with PD 15W
Precision is DP 1.4, Thunderbolt 4 alt mode compatible
All things didnt help.
Looks like Precision 5480 has compatibility issue with Dell monitor via USB-C

Spent much time on repeating all steps with chat support which I already done.

Got resolution "As there is no hardware issue detected, please reach out to our paid support team at number 08000854878." 
If laptop stuck even in BIOS setup when USB-C cable connected how it can be software issue?
Ok, I dont want to pay money to help Dell to fix their incompatibility between Dell Precision and Dell gaming monitor on USB-C connection. 
I have LG monitor which works fine on USB-C though its DP alt mode is old DisplayPort 1.2
And have external USB hub which helps to re-use monitors internal 2 USB ports.
Sounds funny - use external hub to be able using internal hub :)

Oh, forgot to add, laptop cannot start at all if that USB-C cable connected.
But when I removed that cable laptop immediately starts booting and show BIOS and then Windows

That I believe hardware/firmware issue
