Formatting with DOS Command

Ok last time I reformatted my hard drive I had to do all this stuff. First I had to set it so it booted from the CD Rom Drive, then I had to go into DOS and do some partition stuff and all that. It took quite a while but it worked great. My friend told be about going into a DOS prompt (which I am very comfortable with because I program in Python) and typing 'format c:' I was never really aware of this. I was just wanting to ask is it safe? Does it do the same job as all the other steps I had to take? Will I be able to reinstalled windows? Thanks.

With Windows ME you need to make an emergency startup disk.  If you can still get into Windows ME, go to Start > Settings > Control Panel > Add/Remove Programs and click on the Startup Disk tab.  This will create a bootable floppy disk with fdisk and format on it.  You can boot fromt the floppy to run fdisk (to delete or create partitions) or format (to reformat your hard drive.  If you can't get into Windows ME to create the startup disk, go to www.bootdisk.com to download a program to create a startup disk.
