Permanent hostspare management

Hello,
I have a concern about permanent hotspare management on VMAX, particulary with EFD
Product Guide states this :
"There is a minimum of one spare for one to 32 Flash drives per drive type or two
spares per 100 drives if there are greater than 32 Flash drives per drive type"
But with a simple protection on some device on all disks (raid 1 / raid 5) in the array and at least one data disk per loop, one hot spare whatever its position can't permanently replace all data disks
So, today, with our VMAX with less or equal 32 EFD and the minimum of one spare, some of the data EFD  are not spare covered
What would be the engeniering rule(s) to avoid this ? do 2 HS cover all the disk failure cases ?
