I was able to download and create from OVA file however, during the installation I tried to get a Evaluation license using the System UUID  from Software Evaluation License | Dell USA But the page just show me "LET'S GET STARTED. I tried using several browsers, cleaning cookies, etc. No luck. Any clue?

The license server is currently down and is the reason that you are getting the error. We don’t currently have an eta of when it is due to be up.

Currently the license server is still down. The license server is the only way to get a license for Community Edition.
