Can’t do smth with device
There’s Dell Vostro 15 3000.
Can’t reach boot or bios.
If just turn on laptop - have only Dell logo and nothing more.
If I press F2 - have “Preparing to enter BIOS Setup” top right corner and progress bar (~30%).
If I press F12 - have “Preparing one-time boot menu” top right corner and same progress bar.
How can I resolve this issue?

Unplug the system and disconnect the battery from the system board. Hold the power button for 30 sec. Remove and reinstall the hard drive or SSD and the memory modules.
Reassemble and try again.
If the system still hangs, try without the battery -- if that allows POST, the battery is bad.
If not, disconnect the drive from the system and try again. If the system will POST without the drive, the drive is bad.
If it still won't POST, the mainboard is bad.
