Very Low usable RAM

Question

Bought Vostro 3581 ,(4gb Ram ,intel i3) just couple of months ago. Very disappointed with the speed of the computer. The fact is it hangs in opening and even closing apps. It isn't satisfying even minimal need. When I researched a little I was shocked when I viewed the physical memory : Only 446 MB(Always under 600MB) physical memory available out of 4Gb EVEN WHEN NO APPLICATIONS ARE OPEN. Keep in mind that not only does the operating system use RAM so does the integrated video. 4 GB is a very low amount of RAM considering that your 3581 can have a maximum of 32 GB. I would strongly recommend increasing the RAM total to 16 GB and you can find that here. The performance of the system will be much better with a decent amount of RAM.

I want to specify that Vostro comes with a GPU(Intel 620 in this case) with 1GB RAM . I don't want to buy more RAM. If a computer comes with 4gb RAM it should work accordingly .. Minimum 2 GB RAM out of 4 for usage should be there .. Please suggest another solution.

You've been given the solution -- Windows 10 will run in 4G as you have seen, but it will be slow and use virtual memory (drive) most or all of the time (which in turn will run even slower if the system has a spinning hard drive rather than a native SSD).

And the GPU has a frame buffer, but no video RAM of its own.

The sole reason that 4G/spinning drive systems still exists is for those seeking an absolute rock bottom price up front and are willing to trade performance for cost.

@ejn63 is spot on with his explanation. And just to add, the Intel 620 graphics is integrated on the Intel CPU and is not a discrete GPU. So as he explained has no video RAM of it's own. It does use some of the system RAM.
