I've been experiencing performance issues and noted in the Windows Task Manager Performance window that the CPU spends most of its time at 0.79 GHZ, even if CPU utilization is above 80%..

I've confirmed the following:

• Power plan min CPU is set to 100%. As many have noted, Windows 11 only has one plan under the old Control Panel (Balanced)
• Power mode is set to "Best Performance" under System > Power & battery
• Dell Power Manager Thermal Setting is set to "Ultra Performance"
• CPU Temp is under 50 degreed Celsius
• The various Intel speed-step, c-states, etc... features are turned on in the BIOS
• All diagnostics passed 

Any ideas?
