Extracting material/information from a computer without an operating system

I accidentally deleted the program data folder with the IObit Unlocker software. Then my computer completely froze for a long time and after it turned on, not many things worked. So at first I tried restoring the VSS files using previous versions in the properties but it didn't help!
 
Then I followed these instructions:
- Download from  https://www.microsoft.com/he-il/software-download/windows11arm64
- Select Windows 11 download options and click the Download Now button.
- Go through the steps there until you download the file.
- Double-click the file you downloaded. The computer will open it as if you had inserted a disc (a CD like the old days).
- Inside the folder that opens, look for a file called setup and double-click on it.
- If a message pops up asking "Do you allow the app to make changes?", click Yes.
- At first, it will ask if you want to download updates now. It's best to choose "Not right now" so the process runs faster. You can update later.
- After a few minutes of "we're preparing some things," you'll reach a screen that says "Ready to install."
- Make sure it clearly says: "Keep personal files and apps."
- If it's not there, click on the little link there called "Change what to keep" and select that option. Don't continue if it's not checked, otherwise your computer will be formatted.
- Once you click "Install", the computer will go to a full blue screen and start working. This can take a while (half an hour, sometimes longer if the computer is slow).
- The computer will turn itself off and on several times. Do not touch it or unplug it.
- When it's finished, you'll arrive at your regular lock screen, and everything should be in place.


After all this, the screen stuck on a completely black screen, with only a mouse cursor! After a whole day! I managed to turn off the computer by long pressing. Then when I turn it on again, it's stuck on the login screen, and I've tried turning it on and off several times and every time it's just! By pressing and holding it for a very long time, but nothing changes! The question is what do we do now? And how do I extract all the material I had there? I'm attaching a picture from now on.

I pressed F12 when I turned it on and some screen came up. Maybe pressing something there will help?
