System will not boot - blinking cursor after dell spalsh screen

Well, I tried loading up an VISTA on a spare Dimension 9100, and it seemed to go OK up to a point, but after all was said and done, when it went to the final restart, it gets past the DELL splash screen, along with the message for "press F2 for set-up and F12 for Boot menu", but then it just goes to a blinking cursor in the upper left corner.

I've tried restarting (many times), and hitting the F2, which then says "entering set-up" for just a sec, then goes to the blinking cursor again.

Using F8, or F12, or anything, I cannot get past it. It will not boot to the CD/DVD either.

I've unplugged the secondary SATA HD, and have done more reboots, and at least it now shows the Phoenix BIOS info and Dell BIOS and says the secondary SATA can't be found, and gives me the blinking cursor.

I've put a boot disk in the CD/DVD drive, but it is also not recognized.

Any suggestions?
