I am the Administrator on my computer, i run our network and all. Now, this problem does not happen all the time, only once in a while. Here is the problem:

 

When i go to change my start up programs in msconfig, sometimes i get a message saying...

 

An access denied error was returned while attempting to change a service. You may need to log on using an Administrator account to make the specified changes.

 

Why does it do this only sometimes? Why at all actually? Thanks in advance.
