Error when trying to "Get Device Image": UID:rapport Unable to open FTP Server

Hello:
I have taken over a Wyse Device Manager deployment, and am trying to add new Wyse Thin Clients to our current Zero Client environment. I am trying to "Get Device" configuration from a Thin Client that I am connecting to, that I can see in Device manager, but When I run the Package Wizard, I get the following error.

"Unable to connect to FTP Repository.

UID:rapport-Unable To Open FTP Server:172.X.X.X

The FTP server (IIS server and the Wyse Device Manager application are on the same server. I have googled this error, but so far have not had any luck troubleshooting. Other than his, Wyse Device manager seems to be running pretty well.
