Windows Installer - Toasted!

Hi All:
 
Over the course of the last few weeks, I started having issues with installing and uninstalling programs.  Well, low-and-behold by Windows Installer (V2) was jacked.  I am the point now where I can neither install anything, or uninstall anything.  The below list is what I have tried to remedy the problem with no success:
 
1.  I tried to do a direct reinstall of the .exe - No Success
2.  I uninstalled the program from the Add/Remove section (based on suggestion), then attempted a reinstall. - No Success
3.  I allowed Windows Update to reach out and grab the update and install it. - No Success
4.  I have been to Error 1719 :  http://support.microsoft.com/default.aspx?scid=kb;en-us;315346 - and tried - No Success
5.  I have tried using the Windows Installer CleanUp Utility. - Program Not Listed - No Success
6.  I tried:
 - Rename the Catroot2 folder, and then try to install the program again.
   To rename the Catroot2 folder, follow these steps:
- Click Start, and then click Run.
- In the Open box, type cmd, and then click OK.
- At the command prompt, type the following commands, pressing ENTER
  after each line:
  net stop cryptsvc
  ren %systemroot%\System32\Catroot2 catroot2old
  net start cryptsvc
  exit
  ---------------  That Didn't Work
7. Update for Windows XP Service Pack 2 (KB885894)
  ------------ That Didn't Work
8.  I have been to Safe Mode trying to Re-register the Windows Installer - That Didn't Work
 
I am starting to get the unpleasant impression that I am going to need to reinstall my Operating System... and that really stinks!  I just did it a few months ago!
 
Does anyone have any other ideas on how to fix this issue... if so, I surely would appreciate your thoughts... and in the case of inevitable... your prayers!
