I tried various setting but the laptop doesn't fall asleep anymore. 

There must be some mismatch between Dell's powersetting and Microsoft's.  

I read some other posts. Someone suggested some registry hack but I couldn't follow the instructions because at some point it deviated from what was shown on my computer. And I didn't feel comfortable to mess with it.
