Latitude E6430s Strange Power On Issue

Appreciate any help with a weird power-on issue with my Latitude E6430s running Windows 10 on a Samsung 870 SSD. Basically, if the laptop goes to sleep, hibernate or shutdown - it will not power-on again the next time.

When I press the power button it does the following:

1. Power led blinks once

2. Caps lock led blinks once

3. HDD led quickly blinks thrice

and then nothing. LCD won't even turn on, no POST.

What's weird is that the only way the laptop will power-on normally again is to reseat the memory module.

I've tried the following troubleshooting tasks:

1. Used a different memory module (certified compatible)

2. Used a different memory module slot

3. Removed all peripherals attached

4. Detached battery, power plug, CMOS battery and hold down power button for 2 minutes

5. Removed optical and SSD drive before turning the laptop on

The only thing I can think of that might resolve this is a BIOS update (I am still on version A10). However, I am having issues with that too and posted that problem here:
