Vostro 3250, no post

HI to everyone, i've got a Dell Vostro 3250 that doesn't start up. When I try to power on it, white led lights on but after some seconds, it powers off and restarts indipendently. It loops in this way. It starts to happen from a DELL Update, but my work colleague doesn't remember if it has been a BIOS Update or not. I tried to clear CMOS, unplug HDD, RAM, ODD but it didn't resolve. Moreover, i tried to do a BIOS recovery (https://www.dell.com/support/article/it/it/itdhs1/sln300716/opzioni-di-ripristino-del-bios-su-un-pc-o-tablet-dell?lang=it) but when i hold CTRL and ESC, the procedure doesn't start. If I put an USB with the downloaded BIOS converted in .rcv, after holded CTRL and ESC, led starts blinking 3 times amber and 4 times white. I found a table in internet and this combination meaning that the BIOS image were found but it is corrupted. I tried also to put an older BIOS version but without success. What i may try to do first i will put it in the trash? Thanks to everyone.
