The specified license file is invalid. (Error Code:0x2800120)

I have downloaded Unity VSA 5.1.0.0.5.394  licence ,when we upload, I get an error popup "The specified license file is invalid. (Error Code:0x2800120)".  downloaded XML file later we have converted into .lic file still we getting this popup -
