Fixes & Enhancements

Fixes
- Added support for Linux Kernel CONFIG_IO_STRICT_DEVMAN build option. This is enabled by default in Red Hat* Enterprise Linux* (RHEL) 8.0 and Novell* SUSE* Linux Enterprise Server (SLES) 15.
- Resolved an issue that caused the i40e Linux* driver to be in 'link down' state if the i40e driver private flag 'link-down-on-close' is enabled and then the RX/TX queue size is reconfigured with the 'ethtool -G' command
- Resolved an issue that resulted in the i40evf Linux* driver being unable to send or receive packets when the Virtual Function (VF) deletes the MAC address added by the Physical Function (PF) and then the VF adds a new MAC address.
