Symptoms
VxRail Shutdown fails at validation with error:
ERROR: Internal error occurs. Verify and ensure that the current cluster has no Tanzu service.
Cause
This issue can occur due to:
- Cause 1: The vmware-eam service is down.
- Cause 2: The certificate manager utility is unable to automatically update the ESXi Agent Manager (EAM) certificate when solution user certificates are updated. The Workload Control Plane (WCP) requires EAM to be functional in order to start.
Resolution
For Cause 1, restart the vmware-eam service:

#service-control --start vmware-eam
If the service fails to start, check that the startup type is automatic. You can change this in the vCenter Server Appliance Management Interface (VAMI) UI.
