Cause

The 4.2 code does not support Rx_Definitions package. Consequently, any attempt to upload an Rx_Definitions package on a system running 4.2 code will result in a predictable failure as expected. However, if an Rx_Definitions package is uploaded while the system is operating under 4.0/4.1 code, and customer does not install it, but subsequently upgrades the system to 4.2 code. After upgrade successfully completes, when customer attempts to delete the Rx_Definitions package, it fails as the 4.2 code does not support Rx_Definitions package.
