Symptoms
RCM 3.6.3.1 and IC 38.363.01 are missing the vmtools directory and file.

RCM 3.6.3.1 - vmtools file does not exist:
Cause
The building process of the RCM and CI packages had an issue that resulted in the removal of the vmtools directory and file from the packages starting from RCM 3.6.3.1 and IC 38.363.01.
Resolution
If using the fixed RCM/IC version, mentioned below, which contains vmtools, is not possible, then to overcome the issue vmtools must be manually installed on each host.
