You want to end them AND set the starttype to "Deactivated" in their Properties (right click one after another and choose Properties). Restart and check in task manager -> services tab, if they appear as deactivated. That should do it.

Since my original post back in June 2021 I have disabled both the Dell SupportAssist service and Dell SupportAssist Remediation service to prevent these programs from launching at Windows startup (I'm now using Dell Update v4.x and Macrium Reflect Free v8.x instead) and no longer see this high CPU usage by the Dell Data Vault (DDV) Collector service after boot-up, so it's not an issue for me now.
However, I'm still curious if the disabling the SupportAssist options at Settings | Privacy | I Authorize Dell to Collect My Service Tag and System Usage Details Mentioned Above and/or Settings | System Repair | System Repair Is Turned On would have any effect on the CPU usage by these DDV services (i.e., assuming SupportAssist and Dell SupportAssist Remediation were starting on my Inspiron laptop at boot-up).
According to Dell employee DELL-Nathalia M's 13-May-2021 post in How to Remove Dell Data Vault? DDV is part of SupportAssist and files in C:\Program Files\Dell\DellDataVault can only be removed if SupportAssist is uninstalled. What made me move to turn the Data Vault off is, that it wants access to my personal documents, music, videos and this is really not necessary for any Support Assist, to keep my machine alive.
I encountered an abnormal high CPU usage, and I often got stuck. Do you solve this problem.

No, nothing has really changed since my last post <above> on 09-May-2022, except that my SupportAssist has updated from v3.10.4.18 to v3.11.4.29.
Rather than waste more time trying to find a solution I simply went into my Windows Services (Start | Windows Administrative Tools | Services and disabled the Dell SupportAssist and Dell TechHub services so that Dell SupportAssist can't launch at boot-up. I didn't bother disabling all the Dell Data Vault (DDV) services, so if I open Task Manager I can see that they still load into memory at boot-up, but as long as Dell SupportAssist isn't running in the background in real-time these DDV services consume very little CPU.
Note that Dell TechHub is a new service that was introduced with the SupportAssist v3.11.4.29 update in June 2022 - see Dell employee jbilinski's 28-Jun-2022 comment in Admiral1989's SupportAssist - Installation Failed Message that "Dell TechHub replaces Dell Hardware Scan service and is needed to run the Hardware Scan panel" in SupportAssist v3.11.4.29. Also note that the image above of my Dell services shows that I have also disabled the Dell SupportAssist Remediation service to prevent this emergency recovery program (also known as Dell SupportAssist OS Recovery / System Repair) from launching at boot-up.
To replace the functionality of these disabled Dell programs I now use:
Dell Update for Windows Universal v4.x to check for available updates for Dell software and drivers,
ePSA (enhanced Pre-boot System Assessment) that I can run from my BIOS if I need to run Dell hardware diagnostics (my Windows 10 OS also has its own built-in hardware diagnostics at Settings | Update & Security | Troubleshoot | Additional Troubleshooters), and
Macrium Reflect Free imaging software to create a rescue media (a bootable UBS thumb drive) and the occasional full disk image I store on an external backup drive I can use for emergency recovery.
At some point I will eventually uninstall both Dell SupportAssist (which should also remove the DDV) and Dell SupportAssist Remediation, but for now I can easily re-enable SupportAssist by changing the Start Type of the Dell SupportAssist and Dell TechHub services from Disabled back to Automatic (Delayed Start) and either re-start the services manually or re-boot my system, if I ever wish do to so.
If you don't want to disable or uninstall SupportAssist I would try my suggestion <above> and see if disabling the Privacy setting at Options (gear icon) Settings | Privacy | I Authorize Dell to Collect my Service Tag and System Usage Details Mentioned Above decreases the amount of CPU consumed by Dell Data Vault. If this setting is disabled and SupportAssist is not constantly collecting telemetry data from your system throughout the day and sending that data back to Dell for analysis I am guessing that this should decrease the amount of CPU consumed by Dell Data Vault, just based on what little I know about the purpose of this feature.

Yeah I just discovered this issue while gaming. The Data Vault just goes off and runs at max CPU about every 5 minutes or so. Every time this happen my graphics frame rates drop form 120fps to about 40fps. This is a big issue when you're driving a rally car in DiRT Rally 2. Especially when I'm a serious eSports competitor. Just an FYI that I finally gave up and uninstalled all my SupportAssist-related programs, including SupportAssist and Dell SupportAssist OS Recovery - see my 22-Mar-2023 post in my topic Dell SupportAssist OS Recovery Plugin for Dell Update Rolled Back to v5.5.4.16189. As I noted in that post, some of my testing suggested that Dell Data Vault (DDV) was somehow preventing my Dell Update for Windows Universal v4.7.1 from self-updating to v4.8.0.
Both SupportAssist and Dell SupportAssist OS Recovery (also called Dell SupportAssist Remediation and/or System Repair) were too buggy and consumed too many system resources on my Inspiron 5584. Yeah I just discovered this issue while gaming. The Data Vault just goes off and runs at max CPU about every 5 minutes or so.
