What are the ePSA diagnostics and how are they different with the ChromeOS?
Dell has a suite of self-diagnostics that is of built into its Laptops, Desktops, Servers, and Windows-based Tablets.
These are called the Dell Enhanced Pre-Boot System Assessment (ePSA) and the Liquid Crystal Display Built-In Self-Test (LCD BIST).
When you cannot boot your laptop, these self-diagnostics are the first thing that you should try to run. Any error codes that the tests provide can go a long way toward troubleshooting your issue.
There are several differences that you must be aware of. Running the ePSAs and BIST is different on Dell laptop's running the Chrome operating system:

The LCD BIST cannot be run separately on these laptops, it is accessed though the ePSA diagnostics.

How to start the ePSA and LCD BIST diagnostics on the Latitude 5300 2-in-1 and 5400 Chromebook Laptops
Steps to access and run the ePSA and LCD BIST diagnostics:

Press and hold down the F2 key and the Power button to turn the laptop on, it should boot to a Chrome recovery screen.

Press the F12 key to launch the diagnostics from the menu shown on-screen:

If the F12 option is not listed on-screen, then you must exit the window on-screen. Update your Chrome Operating System to the latest version available, then start over from step 1.

If you press the F12 key, but the laptop does not do anything. You can press the CTRL + C keys together to complete the same action.

Press the POWER button to run diagnostics - to go back press the ESC key.

Press the power button to run the diagnostics.

The laptop shuts down and restarts to boot into the ePSAs (The LCD BIST is the first part of this series of tests).
