PowerScale CloudPools: Space not released on cloud after recalling files

Instructions
After initiating a cloud recall, customers may see the usage on the cloud does not go down as they expect. This is due to settings that are designed to help protect data. SmartLink files are useless if Cloud Data is removed manually, or cloud access or account are removed from cluster.
There are three settings regarding cloud data retention within the StoragePools CloudPools Settings:
Cloud Data Retention Period (Default 1 week)
Specifies when to start local and cloud garbage collection
Starts when the file is recalled and all local references removed
This only applies if the files are not backed up.
"Local references" includes any snapshot. (Scheduled snapshots, SyncIQ snapshots, FSAnalyze snapshots, system snapshots.)

Incremental Backup Retention Period (Default 5 years)
Files backed up by incremental NDMP Backup policies
Files backed up by SyncIQ
Cloud objects are kept in local object reference, even if local references (Stub files in snapshot) are gone.
Full Backup Retention (Default 5 Years)
Only applies to SmartLink files backed up by Full NDMP Backup policy
Policy defaults override Global Settings

Value once defaulted to 10 years.
