sup   28     179     0      0      0      >>> SAP #28 is SNMP
Several commands are not returning the prompt or any results.

Cause

Simple Network Management Protocol (SNMP) daemon (SAP#28) is stuck in the active supervisor. This should have dropped once it was finished, but it did not which is causing the issue.

Resolution

Perform a system switchover (non-disruptive) or switch reload (disruptive) to clear stuck mts buffers.
For either option, path redundancy, running-configuration back-up is recommended as a best practice.
  1. Back up the running-config and startup-config to an external server.
  2. Issue a:
system switchover
  1. If the system switchover does not resolve the issue, then schedule a:
switch reload

Additional Information

What happens when a message gets stuck?

A message gets stuck when it cannot be delivered to the destination process. It is a consequence of a failing process rather than an issue of itself. It happens when a destination process becomes unresponsive or crashes.

Messaging and Transaction Service (MTS): It acts as a messaging Broker agent for inter-process communications. These communications include event notification, synchronization, and message persistency between system services and system components. The MTS buffer is the queue for MTS messages, and all inter-process messages go through it.

Service Access Point (SAP): It is a unique identifier that allows processes to communicate with each other. The term "sapno" in the MTS buffer details indicates the SAP ID assigned to each process. When a process wants to send a message to another process, it uses MTS, which sees that a message from a certain SAP ID is being sent to another SAP ID.

For example, in the command output:
show system internal mts buffer summary
"node" could be - sup, lc, sup-X,
  "sapno" defines the source process
"recv_q" "pers_q" "npers_q" "log_q" are the types of messaging queues of the process.
