配置/资源可用性问题。

在执行以下更改后解决了问题。没有单一的根本原因，但创建新设备并在下面设置参数帮助最大：

1.在 SN03
2 中添加了 1 个新设备。将备份均匀分布到 SN01 和 SN03（目标会话等）
3.更改了备份开始时间
4.在 NMDA DB2 应用程序信息中添加了这些参数：

NSR_MAX_START_RETRIES=50
NSR_FXBUSY_RETRIES=10
NSR_MMDB_RETRY_TIME=10

5.将非活动超时增加到 300，重试次数 = 2，重试延迟 = 10
