Symptoms

1. Ping worked on both HA nodes.

2. Iperf worked on both HA nodes.

3. Veth99 could not be destroyed.
net destroy veth99

**** veth99 is used for the interconnect and cannot be configured.

4. Ha.log kept reporting "_detect_peer_ip: recvfrom error"

Cause

The HA interconnect (veth99) is not connected (link down, no cable plugged in).
