Symptoms
When we set Tree Quota name using uemcli command, we get an error if we use certain characters.
Issue occurs using Unity OE: 4.1.x whether installed language pack or not.
This exception was thrown when parsing the command with special symbols. Like dot, bracket, pound in Japanese.

Cause
The cause is Java CLI framework.
Each command is now parsed by the new CLI framework firstly before dispatching. Java CLI framework does not include some character encoding sets.

Will fix it in Unity code 4.2.
