Symptoms

OpenStack Cinder was unable to create a new volume on a Linux[SAN] attached host.

Linux/OpenStack/Cinder support have reported that an error is received when Cinder Capacity Filter is turned on ,and attempting to create a new volume on storage attached device.
Turning Cinder Capacity Filter off allows the operation to complete without errors.

Cause

Cinder capacity filter gets information from the pool full capacity on the VNX / Storage Vendor.
In this instance , the pool capacity was set to send alert at 70% while the Cinder capacity filter was at 69.5% full.

Resolution

VNX/Unity pool alert warning was modified from 70% to 80%
Cinder was able to create volumes again with the capacity filter on.

OpenStack support provided workaround :
Disable the capacity limit setting in Cinder; as it is actually a redundant setting to the array's storage capacity warning.
