Symptoms
XPS 13 9300 is unable to power on when it is connected to Dell PH45W17-CA Hybrid Adapter + Power Bank USB-C power companion if the system battery level is 5% or below. The same issue occurs when non-Dell AC adapter is used to charge the system battery.

Cause
This is working as designed. Using the power companion PH45W17-CA Hybrid Adapter or non-Dell AC Adapter on the XPS 9300 causes the system to not boot until the battery is charged above 5 percent. This is a security feature to avoid a power spike during boot.
Resolution
There are two options to avoid this:
- Use the battery mode to power on the system.
- Charge the system battery to above 5%, then power on the system
