Connectix: Brocade: ISL connected to ADVA DWDM does not automatically come up when link is enabled

Symptoms
When the ISL ports are enabled they show as online, but the peer ISL port cannot be seen in the portshow <slot/port> output. No traffic can go over the link.
Cause
This is due to defect FOS-831449.
When a port is connected to ADVA it starts at 32 Gbps, even if the ISL is hard set to 16 Gbps.
When the ADVA sees this it shuts down the link.

Resolution
The fix for defect FOS-831449 is included in Fabric OS 9.0.1c.
If a fix is required before that version is available, a CVR code can be requested from Broadcom.
As a workaround, bring the ISL online by forcing TX from the ADVA. This re-establishes communication.
