PPDM TSDM VM backups hang at 27% sync and eventually time out
Summary: PPDM TSDM VM backups hang at 27% during LWD Sync. Symptoms
The backups consistent fail. The UI shows the LWD Full Sync is stuck at 27%
The VMs that have this issue have a tiny secondary hard disk. These disks are about 2k or 10kb.

Cause
There is a code bug in PPDM while handling tiny disc. PPDMESC-1909 was filed to investigate this issue.
LWD splits the disk into segments. We have a bug in a flow that handles disks that their sizes are smaller then the disk segment. Disk segment is set by LWD. In most cases, in full backup it is set to 262144 Bytes.

Resolution
This issue will be fixed in PPDM 19.12
The workaround for now is to increase the size of the disk to 1MB or more.
