Symptoms
The NetWorker Management Console (NMC) contains the error Message: Cannot allocate 1 devices needed for Load operation, number of available and usable devices = 0, check pool restrictions or device availability. 
Cause
The Media pool has devices selected in the Selection criteria. The selection criteria field works as access restriction; meaning, that only devices selected in the selection criteria field can be labelled or mounted on the pool.
Resolution
In NMC ---> Media ---> Media Pool ---> Select the Device ---> Right click <properties>.
In Media Pool Properties, go to Tap <Selection Criteria> ---> then select the device (s)
