Cause

The /etc/ssl/openssl.cnf permissions are set:

Resolution

Restore world read access on the openssl.cnf file.

On a single node:

chmod 644 /etc/ssl/openssl.cnf

Across the cluster:

isi_for_array -sX 'chmod 644 /etc/ssl/openssl.cnf'

OneFS 9.7.1.3 has the corrected /etc/ssl/openssl.cnf file permissions.
