Cause
Fabric OS 9.1.1d prevents the creation of zone objects with duplicate members using alias members.
This change addresses defect FOS-850464, which caused the switch HA state to go out of sync after upgrading from FOS 8.x to 9.0.x when the switch zoning database contained duplicate WWNs.
With the fix implemented in FOS 9.1.1d, zone objects with duplicate members using aliases are no longer permitted.

Resolution
Delete the duplicate members from the Zone object and then upgrade the FOS.
